The three layers where applications fail
Job applications fail to generate callbacks at three distinct layers, and the fix is different for each:
Layer 1: ATS filtering (before any human sees it). Roughly 40–60% of applications are automatically filtered by Applicant Tracking Systems based on formatting, keyword matching, or knockout questions. If your resume is being filtered here, no amount of good experience will help.
Layer 2: Recruiter screening (human, 6–30 seconds). If you pass the ATS, a recruiter typically spends 6–30 seconds on a first-pass review. The question is whether your resume communicates the most relevant signal in the top third of the page.
Layer 3: Volume and timing (structural). Even a perfect resume gets a 2–3% callback rate. If you're applying to 5 jobs per week, the math simply doesn't produce callbacks at any meaningful frequency.
Most job seekers who aren't getting callbacks are failing at Layer 1 or Layer 3 (or both) — not Layer 2.
How to diagnose which layer is your problem

The fastest way to identify Layer 1 vs Layer 3: if you've applied to 50+ recent (posted within 3 days) jobs in the past month with no callbacks, check Layer 1 first. If you've only applied to 15–20 jobs total in the past month, Layer 3 (volume) is likely the primary issue.
